Secret Scope

Fuzzball enables users to create secrets at the group or user level of scope. Group scoped secrets are usable by all members of the given Fuzzball group. User scoped secrets are available exclusively to the individual that created them. Only group owners can create secrets at the group level.

The account scope is accepted as a legacy alias for group in both the CLI (-s account) and secret reference URIs (secret://account/<name>). New secrets should use group.
